Fix comment in WriteBatchWithIndex::NewIteratorWithBase (#11636)

Summary:
Remove obsolete comment.

Support for WriteBatchWithIndex::NewIteratorWithBase when overwrite_key=false is added in facebook/rocksdb#8135, as you can clearly see in the HISTORY.md.
