FPO-194

What?

I have added/removed/altered:

  • Added Makefile targets for localstack
  • Removed some Makefile targets that are only used by William
  • Added localstack docker-compose.yml file

Why?

I am doing this because:

  • These are required for local development of the hub backend/frontend

  • Tested
  • Shared with stakeholders
  • Pair reviewed
