Suggestions is not Case Sensitive #6882
Description
Give a suggestion for example: FOO BAR then give another suggestion just change the case: foo bar
The expectation is to record the new suggestion. Instead of accepting the new suggestion, pootle alerts that "suggestion 'foo bar' already exists.'
It happens on LibreOffice pottle translate board and Pootle 2.8.0rc6 is installed.
My Environment is Firefox 63.0 (64-bit), Ubuntu 18.04 LTS
