This requires doing some special stuff to install the correct architecture and cuda ability into the container. Refer to the PR adding mavlink for how this is done.

Adding non-cuda OpenCV in #51. Still need to get CUDA support for the Jetson.

Closing as prebuilt opencv is done. CUDA can wait for a while.
