Improve relic sell popup positioning

• Fix: correctly position relic popup if there are multiple pages of relics.
• Fix: relic sell price tip no longer moves off-screen for relics on the right of the screen.
• Fix: when the relic popup is open, don't animate or show tips for cards behind it.

Fixed selling potions, no longer sell event relics

• Fix: selling relics no longer buys the card behind the popup
• Fix: work around basemod hack that made selling potions seem impossible
• Most event relics can no longer be sold (beneficial ones still can be).
