[2.0-wip] Disabled <select> Appears Less-Disabled Than Normal <select> #829

The one on the left is enabled, the one on the right is disabled. It looks very backwards and we are getting confused users.

The fix there was to set a white background on select[multiple]s, but I propose we broaden it to select.

Done in 2.0-wip. Open a new ticket if this doesn't resolve it, but we've widened the scope, as @vreon suggested, to solve this.
