Reverts #27818

Reasoning: In 4.x we support iOS 9 not 9.3.

not sure what the install base of iOS < 9.3 is, to be honest. not precious about removing the directive either way...it does no harm, just superfluous/inactive for anything 9.3+

It's a breaking change given our browsers support list, either we like it or not. This shouldn't have landed for 4.x.

When we change the browsers we support, this can be reapplied.
