Update configuration.rst to fix broken link to quickstart.html (#504)

* Update configuration.rst to fix broken link to quickstart.html

I'm guessing this is in fact meant to link to the tutorial instead and have updated as such.

https://towncrier.readthedocs.io/en/stable/configuration.html contains the current broken link on the first paragraph

* Create 504.doc

* Update src/towncrier/newsfragments/504.doc
