It turns out the GitHub action we're using to run commitlint doesn't read config from
package.json; it expects it to be in a standalone file.I've verified that this still enforces message format locally via husky, and now enforces it in CI as well, as seen here: https://github.com/typed-ember/ember-cli-typescript/runs/329649967
