make ndrefs part of meta, add another test
…s a set of feature ids that are part of relations, also outputs nodes separately from geojson, also throws out relations before geometry processing

This PR adds an option
wayRefsto include all the node IDs that are part of the way in the properties of the geojson.@tyrasd this would address #39 - let me know what you think! Thank you!
