Allocations: Lock allocations in expired, denied, & inactive(renewed) status #387

When an allocation is set in expired, denied, or inactive (renewed) states the allocation should be locked to prevent a PI from adding new users to it. The allocation can be unlocked in the ColdFront administration UI by an admin, if necessary.

We have decided not to do this at this time. This may affect other work flows.
