Remove schema dumper script

Description

Removes script used to dump schema and data from the database.

Motivation and Context

I originally created this script to help with the creation of the database SQL files and migrations. It hasn't been maintained and I don't think anyone else even knows about it or has tried to use it. If no one is going to use it, we might as well remove it.
