Update the etl process so that the management of the dynamic fact tables is done via etlv2.
The code now creates etlv2 table definitions for the dynamic fact tables. The old code that generated the sql create table statements for the dynamic fact tables has been removed.
The first commit of this pull request contains the functional changes the second the code updates needed to pass the linter.
