[aqm_dev] AQM v8 with CMAQ5.4 updates

DESCRIPTION OF CHANGES:

When updating aqm_dev branch with CMAQ5.4, fire emissions and run forecast tasks failed. In order to get them to succede, the following files were updated:
modulefiles/build_hera_intel.lua for latest ufswm version ( from #hash = f431fbe to hash = a1143cc)
modulefiles/wflow_hera.lua for new miniconda location
parm/aqm.rc, diagtable_aqm.FV3_GFS_v16, and field_table_aqm.FV3_GFS_v16 for CMAQ5.4
scripts/exaqm_fire_emission.sh for RAVE file version
sorc/Externals.org for new ufs_weather_model repo_url and new branch
