TP2000-1551 Task template update views and forms

Why

A task template update view is needed as part of workflow template management.

What

This PR:

  • Factors out common behaviour from the task template create views and form for reuse in the update process.
  • Creates new (subclass) views and form to support task template updates.
  • Adds unit tests for view processing.
