EPIC: Dashboard-OPCUA-Client (Gateway) Release and CI artefacts complete (standalone executable) for Win32, Win64, Linux x64

UserStory:
As an umati member, I would like to be able to download the release version of the client and independently install, configure and run it on my edge device so that the data from my OPC UA server is displayed in the dashboard.

Definiton of Done:

• I can download the binaries (incl. necessary libraries) for win32, win64 and linux x64 on GitHub
• Documentation contains step-by-step instructions for binaries incl. configuration to customize

Release artefacts are complete, debug version not running standalone.
