Description
We've had the "main navigation" for users and user groups in the top right corner for a while. This position has been confusing because the primary navigation suddenly moves location across sections. We want to align our primary navigation pattern across all sections.
This PR brings back the User sidebar menu, including entity actions to create and invite users. Everything in the collections for users and user groups works as it did before.
This is the first PR in the journey of aligning our navigation.
