Summary

For v3 release we only prioritize Oracle, Gravity Bridge, Evidence and liquidation transactions.
We should prioritize IBC transactions as well, but there is a relayer stability issue: https://github.com/informalsystems/ibc-rs/issues/2350#issuecomment-1209172746

Proposal

Once https://github.com/informalsystems/ibc-rs/issues/2350 will be solved, we should add

IBC transactions
gas price factor
Into transaction priority calculation.
