Summary

For v3 release we only prioritize Oracle, Gravity Bridge, Evidence and liquidation transactions.
We should prioritize IBC transactions as well, but there is a relayer stability issue: informalsystems/hermes#2350 (comment)

Proposal

Once informalsystems/hermes#2350 will be solved, we should add

  • IBC transactions
  • gas price factor
    Into transaction priority calculation.

Ref: #1290

  • Not duplicate issue
