Edit the v45 charts
to make the URLs compatible with v44 and v46 URLs
For example https://www.unicode.org/cldr/charts/45/ has a link to "Keyboard Charts" that doesn't actually show the charts, this fixes it. (Already corrected for v46 in #132 )
