We're switching from a model where the UI was responsible for project scoping, which is bad as that's OpenStack-cetric and very much incompatible with the spirit of oauth. While it was secure in that tokens were scoped to that user only, it was also at odds with SSO and restricitve in that you couldn't do cool stuff like provisioning projects or provider networks and all that jazz. As a result, make it use an admin level application credential for now, we'll work out how to lower privileges later...
