[Bug]: Stage out uploads empty successful_features on failure

Describe the bug

When not providing a compliant collection ID in stac item and also not providing PROJECT and VENUE environment variables, stage-out fails as expected but an empty successful_features_2024-11-08T00:09:12.504010.json is still uploaded to s3://bucket/stage_out.

What did you expect?

Should not upload empty successful_features_2024-11-08T00:09:12.504010.json to s3://bucket/stage_out
