Add parent link inside header menu dropdown

Post-deploy

1. run lando drush cr

QA/Test

1. log in and visit http://vote-gov.lndo.site/
2. toggle the dropdown for "Guide to Voting" and confirm there is a clickable link to "Guide to Voting" inside the dropdown.
