Update to from Drupal 10.2.7 to 10.3.1.
There were no custom module updates, or module patch updates this time.

I reran the config export as there were files made in the config/local directory that should have remained. Im guessing that a drush cim wasn't ran initially before doing the drush cex to get the new config files.

Additionally, I added the updated composer.json file which seemed to have been missing.

Other that those items, we are looking good.
