Improvements to map/timeline contextual sidebar

• Move active filters above survey filters (Searches are buried when there are lots of surveys platform#1252)
• Add 'Create new survey' button to mode context (Append "Create new survey" button-link to survey filters platform#1470)

• successfully created and saved survey using create survey link under list of surveys
• successfully added all types of fields to survey
• successfully added two tasks with data fields to survey
• successfully deleted survey.
• Successfully filtered using all filters and system showed them above surveys in left side bar
• successfully unfiltered by clearing filters from side bar
