- Added a button to toggle tools that the user is qualified for
- Button state persists between Calendar and Tool control
- Empty tool categories are also hidden when the filtering is on
- A new Calendar customization allows for enabling this button
- Filtering is disabled on Calendar (but present on Tool control) if the button is not present
- fix naming for qualified tools filtering functionality
