Metaschema schema / validation shakedown

User Story:

Since the M4 refactoring and moving forward into development of constraints testing, work needs to be done stabilizing and solidifying the Metaschema XSD and Schematrons, including Schematron that checks a Metaschema against its composed representation.

Goals:

• Factor out different aspects of validation for ease of use and maintenance
• Test and update all validations to current models
• Extend IDE support for Metaschema

Dependencies:

After #164 (repo cleanup), ongoing syntax revisions/enhancements to Metaschema (supporting constraints) might impact the models.

With this issue #169 (an XSD enhancement) should be addressed among other things.

Acceptance Criteria

• All website and readme documentation affected by the changes in this issue have been updated. Changes to the website can be made in the docs/content directory of your branch.
• A Pull Request (PR) is submitted that fully addresses the goals of this User Story. This issue is referenced in the PR.
• The CI-CD build process runs without any reported errors on the PR. This can be confirmed by reviewing that all checks have passed in the PR.
