Download, unzip, and install following instructions in the SCAP Composer User Guide.

Note to Windows users installing SCAP Composer with a self-installed DITA Open Toolkit

Recent versions of the DITA Open Toolkit have a bug resulting in incorrect handling of Windows file paths. This bug does not impact users of SCAP Composer from within Oxygen XML Editor/Author. As a workaround, the input file to SCAP Composer transformation plug-ins must be specified using an absolute path with the drive letter capitalized, e.g.,
dita -i C:\Users\myname\Documents\mydatastreamcollection\mycollection.ditamap ...
