Relative links works on github but are broken for the 'CONTRIBUTING.md' on the mdbook. This change the relative link to the full link that works on github and on the mdbook

This is similar to #7201, but for others links.
Relative links works on github but are broken for the
CONTRIBUTING.mdon the mdbook. This pr change the links that have problems to absolute links that work on both.I tested these changes on a local mdbook and they are fine.
