This PR adds an SSEC Base Image where other images can be built from. This image is similar to the pangeo base docker image: https://github.com/pangeo-data/pangeo-docker-images/blob/master/base-image/Dockerfile however, this image uses micromamba, which has a lot smaller footprint.
