refactor: restore focus for popover click and focus triggers #7439

Description

Re-enabled restoreFocusOnClose and changed the way how it is configured to work for click and focus triggers.
When using trigger = ['hover', 'focus'], the focus is still restored if opened on focus, but not if opened on hover.

I tested it manually and focus is only restored if the popover is set to modal.

UPD: focus doesn't get restored for a non-modal popover on close after I get into the popover with Tab.

This ticket/PR has been released with Vaadin 24.5.0.alpha1 and is also targeting the upcoming stable 24.5.0 version.
