Changes

This PR introduces Neuro Adventures leaderboard to live-elo. Leaderboad is enabled with adventures_enabled and you can set the poll rate with adventures_poll_hrs. The leaderboard takes each player's top score as their elo and piggybacks off of the Discord author id for user-info-server.
