Please change the name for EYVL_CTR. Right now on the map it displays as Vilnius Centre and it's incorrect. Correct one is Vilnius Control. Thank you! Oskaras, ACCLT5.

This change will add Vilnius ACC East sector to vatspy-data-project.
Reason and motivation
This change is needed to Vilnius ACC East sector could be visible on maps such as vatspy, simaware.
