FFMPEG was removed previously in #6263 but these changes were reverted as the opus dependencies caused the build to fail on M1 macs.

This issue is to track the removal of FFMPEG again with the opus libraries updated to include the arm64 slice of the simulator so that it also works for Apple Silicone Macs.
