Bump serve-handler, vitest, and typescript

This PR bumps serve-handler to 6.1.6, which includes security updates and moves from fast-url-parser to node:url to omit the

DeprecationWarning: The `punycode` module is deprecated.

warning.

It also bumps a few other packages, including TypeScript, since the tests were failing due to type checks.
