Add OfFloat.from methods in Point/Rectangle

We need to add Rectangle.OfFloat.from and Point.OfFloat.from methods and remove the Win32DPIUtils.FloatAwareGeometryFactory class to make these methods OS-independent so that they can also be utilized in common packages without breaking other platforms.
