Initial RK3399 Vicharak Vaaman EMMC debian bullseye beta image

This is a debian bullseye image based on Rockchip linux SDK, compiled with vicharak vaaman 4.19 kernel and u-boot.

What works:

Almost everything
CPU, GPU, VPU, HDMI, DP, EDP, CSI, PCIe, ETH, WIFI, BT, SDMMC, SDHCI, GPIOs, USB2/3/C, LEDs, SPI-NOR, FPGA, Headphones, etc.

What broken:

• YouTube video resolution stuck at max 720p.

• Tuned for Vicharak Vaaman.
• Added dynamic DTBO overlays support.
• Added TUI linux configuration utility (vicharak-config).
• Preinstalled common Linux testing utilities.
• Added Open-GL support (gl4es) for supported applications.
• Added native VNC server and plymouth support.
