This pr creates a separate kernel package for the RPI. It's no longer sourced from the Victron Linux repo since there is not much there that is rpi specific. This kernel is newer, well maintained and should even support the rpi 5.

I updated the linux-firmware and broadcom bootfiles (sd firmware) as well.

This kernel is newer, well maintained and includes support for the rpi5.

The hardware has pcie bus so why not include the tooling.

This prevents inclusion of firmware in the os that is never used.
