Intermediate PR to upgrade to 0.27

This PR

  • Upgrades Decidim version to "0.27.4"
  • Disables decidim-term-customizer module because the module doesn't have a compatible version with Decidim 0.27 or higher
  • Changes decidim-file_authorization_handler dependency to use latest version of the module compatibe with Decidim 0.27
  • Adds the upgrade files generated by decidim:update task
