#6603 modified package-lock.json significantly. It is unclear if this file should be checked in for the (very old) vtctld version of the build tooling (for newer ones it clearly says it should be committed: https://medium.com/coinmonks/everything-you-wanted-to-know-about-package-lock-json-b81911aa8ab8).
This PR reverts package-lock.json to the one previous to #6603
