What this PR does / why we need it?
This PR support users to use vLLM v1 connector architecture and add support for wait_for_save to return the list of block IDs that were successfully dumped. The related vLLM PR is vllm-project/vllm#15960 and vllm-project/vllm#21698
Does this PR introduce any user-facing change?
Only affect users who want to use vLLM v1 connector.
