[Feature]: Add collect_env.py file to vllm-workspace in docker image

Current we submit issue need provide env info, use python collect_env.py commond to collect, but collect_env.py this file every time need to download, so we can save to docker image vllm-workspace dir in build.

What about including collect_env.py to vllm package itself (as in torch.utils.collect_env)? Then every vllm users from whatever interface (docker or pip or compile from source, I mean) can benefit from the change. Recently added vllm cli interface would be a good place for collect_env.py I think.
