What this PR does / why we need it:

  • Upgrades CI to use go 1.15
  • Starting transfer of Circle CI workflows to GitHub Actions

Which issue(s) this PR fixes

This is almost a copy-paste with minor adjustments from Circle CI config to be something that GitHub actions can understand.
