after 1ac7f47 (see voxel/voxel-artpacks#3), pack reorganization now takes effect, but the 'addedAll' event is emitted more than it needs to be. This manifests itself as loading in stages:

  1. before textures (expected)
    screen shot 2014-04-10 at 7 34 40 pm
  2. partially loaded, createTileMap() invoked in game-shell-voxel

  3. fully loaded (expected)
