This patch updates `params.pp` for AIO packaging. When Puppet 4 is detected, the gem provider is set to `puppet_gem` (which accounts for AIO) and the confdir is set to `/etc/puppetlabs/code`.
There are a differences between where PE, AIO and Puppet 3 place the `eyaml` binaries. This patch moves `cmdpath` into `params.pp` so that paths can be set for each case.

This PR adds Puppet 4 AIO paths and providers to
params.pp.
