Add sidekiq support with puppet and r10k libs

Added sidekiq gem and configuration.

Replaced old r10k methods with r10k libs and sidekiq workers.

Replaced generate_types method with Puppet helpers.

TODO:

• Improve logging (may require work on r10k gem)
• Add more accurate web responses
• Make sure puppet_webhook uses the same r10k and puppet versions as the rest of the system uses.
• PuppetHelpers needs tests
