select下拉菜单在鼠标快速滚动时列表项显示不完整的问题

Steps to reproduce

1. 给select设置20多个选项，让下拉菜单是可滚动的
2. 点击选择框展开下拉菜单
3. 用最快的速度滚动鼠标滚轮，滚动到底

What is expected?

列表展示所有的项

What is actually happening?

列表滚动到大概倒数第4项就滚动不下去了，除非把滚动条往上滚动一下，再往下滚动才可以显示最后的那几项

@zkwolf 官网的demo就可以复现出来，拖动滚动条不会有这问题，必须是鼠标滚轮滚动。滚动一定要快，慢了就复现不了。

@sendya 再快一点，而且一次就滚动到底。问题也并不是每次都会出现。你可以多试几次，如果一次没出现，需要刷新一下页面再试，因为只在初次渲染的时候有问题
