[BUG]ie浏览器下，Select选择器在出现滚动条时，鼠标点一下滚动条就自动收起了

官网的"自动分词"示例就可以重现这个问题

What is expected?

期望ie下的表现和chrome等浏览器一致，能拖动滚动条浏览数据

What is actually happening?

鼠标点击滚动条或者拖动滚动条就自动收起了，对于那些鼠标滚轮有问题的用户来说，就无法滚动选择其它项了
