Add media zero timecode and start of programme timecode metadata (#240)
* Add Legacy Metadata and Media Zero Timecode * Add `#mediaZeroTimecode` permitted extension feature * Add a usage example for Media Zero Timecode * Adjust Media Zero Timecode after synchronising with media * Address review comments by @cconcolato * Rename the "Legacy Metadata" section to "Deferred resolution of timecode-based synchronisation" * Remove the Legacy Metadata object - the relevant metadata can be put directly into the `tt/head/metadata` element. * Add `ebuttm:documentStartOfProgramme` as "Start of Programme Timecode" * Explain how, by looking at both properties, it is possible to infer whether correct synchronisation has been achieved, and if not, how to resolve it. * Note that this incorrect frame rates or playback rates are not addressed by this method. * Add `ebuttm` namespace prefix. * Move timecode metadata section to appendix, and rename * Rename Media Zero Timecode to DAPT Origin Timecode It was confusing which "media" was meant by Media Zero Timecode. * Address verbal review feedback * Attempt to make the timecode wording easier to read. * Address further feedback
