In https://github.com/w3c/dxwg/blob/gh-pages/dcat/rdf/dcat2.ttl#L223 the owl axiom states that a Catalog Record must have a primaryTopic. And not more than one.

In https://w3c.github.io/dxwg/dcat/#Property:record_primary_topic it is stated that this property is functional. Thus it may have no value.

The owl axiom is more strict than the html text. Thus I propese to remove the axiom.
