avoid storing redundant files, with the risk that they drift away. For regularity, dcat.html also redirects to a new dcat3.html.
just like dcat.* and dcat3.*
this allows to control which representation is served by default (turtle) and to support non-trivial conneg (RDF/XML for XML, JSON-LD for JSON).

Following #1618, I published the new version of the RDF files on w3.org/ns .
I did a number of changes, not in the content of the files, but in how they are organized and served.
In order to ease future changes, I think it would be better for this repo to be consistent with what's on /ns,
hence this PR.
